Having a special DEA to enforce drug laws rather than a broad-purpose police agency that faces tradeoffs about priorities seems to create bad bureaucratic incentives where people have their whole life and career and identity invested in hyping up a particular problem.
If you look at the FBI/DEA/ATF/ICE budgets as a whole, ICE is over half the total spending.
But if you had a consolidated federal police agency I don’t think people would feel that interior immigration enforcement should consume the majority of its resources.
