It doesn't preclude a winter surge later. But schools have been open long enough that it's looking somewhat unlikely we'll have a national COVID surge caused by school re-openings. Cases are still falling in most of the country. nytimes.com/interactive/20…

So this is an optimistic take, some folks were countering that we don't have a counter-factual where schools stayed closed. But what we at least know is that opening schools hasn't caused a surge on the order of the previous case increases.

I looked around a bit for a clearer definition of a ‘push contract’, I was unable to find any reference to this concept of paying directly for extra capacity in this way, but it’s definitely the outcome we want.
