I propose a compromise: Punish jaywalking, but only with silly string. Have cops carry around cans of silly string to zap anyone who jaywalks. This should also be the punishment for drug possession.

The problem with SF is that it wants global city recognition but its too small. It's a tiny village with a tall skyline in a few square miles and that urbanity doesn't exist outside of its northeastern quadrant except for a few pockets in the East Bay.

If Los Angeles gets to be a city, why not the whole Bay Area?
