There's some debate as to how big a role zoning played, another expert chimed in to say it was a factor, but not the driving one. But either way, I had no idea that it was even a factor.

The energy permitting turned out to be relatively minor possibly even counterproductive. On the other hand, Concessions to Republicans were relatively small, Biden remains very good at focusing on negotiating real demands in private rather than negotiating positions in public. The SNAP benefits change moves work requirements to 54 instead of 50, which is obviously bad, as is the reduction in IRS funding. It's a shame, because Treasury seemed to be beginning to warm to the idea of minting the coin.
