This reminds me of the point Ben Thompson made about Amazon's negotiation style. The more things you can bring into the discussion, the more possibility there is for compromise, otherwise everything is completely zero sum.

Mountain View's plans for meeting state housing requirements involve virtually no changes to zoning, the concept of the state stepping in and just directly making zoning decisions for cities is interesting. Seems strange that it only applies to Southern California counties though.
