Cuba has allowed way more private businesses, and it appears to be working, there are now more private-sector workers than government ones.
This pricing might almost make sense if you had to pay both $35 for the car and $20 for each person in the car. But in any case, it reads like someone just randomly came up with these price points without any serious consideration.
