The Wikipedia article on the fourth power thing is pretty concise, the most amazing part for me was that this was determined empirically. They just drove trucks on a bunch of test tracks continuously.

Sim City 4 drastically limited the size of your city, and rid of all the parts of the game that were fun (scaling things up, thinking long-term). I'm sure Cities Skylines: 2, which just came out, seems likely to be a success as well.
