The worst conditions if this IRA bill passes are about the same as the best case emissions without it. Plus the manufacturing jobs!

Super low hanging fruit in immigration reform:
Switch the H-1B visa allocation from a lottery to a wage ranking.
Would remove uncertainty for immigrants and roughly double the GDP impact of the program.
