NEPA is purportedly an environmental law, but today it's simply an obstruction law. Alan Cole made a great point, the Bloomberg headline doesn't even mention that this is theoretically a challenge on environmental grounds.
Of course, what you really want is for the IRS to do your taxes for you and just send you a letter in the mail asking if you're good with their calculations. This is what policy making should be, making people’s lives better.
