Why would Dems insist on 10 GOP votes before putting it to a vote? Put the bill up and if there aren't 10 GOP votes, you'll have 40+ Republicans on the record being against it.

Good news is that Democrats have started doing a bit more of this. House just passed a bill protecting access to contraception, 195 house republicans opposed.
