A developer has submitted plans to build housing near the Redondo Beach waterfront at the AES power plant. At 2,320 units, it will meet over 90% of city’s RHNA.
The site is currently zoned for park & utility but the city’s housing element is noncompliant.
This is the first project I've heard of using the builder's remedy to build homes in a city whose housing element hasn't been approved by the state.
