I don’t think this is stressed enough — this is normal in between tenants! Aggregate vacancy rates are just this, multiplied across an entire metro region.

In Los Angeles the citywide rental vacancy rate is 3.5%, and most of those empty units are in between tenants.
If an individual apartment is vacant for 2 months every 5 years, that individual apartment has a vacancy rate of 3.3%.
