Constitutional law is wild. It’s legal to ban stun guns because tasers did not exist when the constitution was ratified (Caetano v. Massachusetts).
But AR-15 style “assault weapons” have full constitutional protection, even though the machine gun wasn’t invented until 1884.

I have a CEQA solution that CEQA lawyers and consultants will love. Anytime you want to challenge an EIR, you need to complete an EIR regarding the impact of the challenge. This will slow if not eliminate many lawsuits, and give the paperwork aficionados mountains of new work!
