Remember that the “sure, salaries are lower, but the quality of life in Europe is much higher” line is cope for self-inflicted economic stagnation. 15 years ago they were riding high on Euro integration/trade and talking openly about exceeding US GDP/cap and replacing the dollar.

Neutral mediators are overrated!
Instead, you might want hostile mediators (as long as they equally are hostile to both parties). This paper shows that this can make the mediator into a common enemy for both parties, and actually makes them more likely to come to agreement.
