What's remarkable about Houston being the model for addressing homelessness is that it's a low tax jurisdiction. It shows policy > $. Doesnt matter how much $ is put to the problem if policies for permitting, zoning, judicial review, building codes & financing structures are bad.

I think the biggest mistake people make in thinking about the Covid era is overrating top-down policy relative to bottom-up behavior.
DCPS was slower to reopen than I preferred but DC charters were even slower to return and clung longer to masks.
Just watched another show where after a character is clearly vomiting they cut to a shot of the vomit. I just dont understand why.
