But the relative strength of education vs income effects changed dramatically after 2016, which is why superPAC spending went from 80% R in 2010 to 73% D in 2018
Texas's solar market is booming, despite a lack of explicit solar policies. What Texas does have is:
1. Lots of sun.
2. Lots of land.
3. A competitive non-monopoly utility model.
4. Easy permitting for both energy and transmission.
