I think some of the coverage of this has been a little confused — Manchin was concerned too much EV tax credit money has flowed to high-income individuals buying cars with too much foreign content and *deliberately* restructured it in a way the automakers don’t like.

But that’s not an “unintended consequence,” that’s the IRA trying to take some criticisms of the EV tax credit architecture seriously and address them — the market for high-end electric cars is very strong and doesn’t need subsidy.
