The way to have an anti-inflationary spending bill is to “backload” the spending. Raise taxes immediately, delay the spending by a couple of years. This would work particularly well for green energy subsidies because it gives manufacturers time to respond to the incentives.

For example right now car companies are selling every EV they can make so no more support is needed. But an expanded EV tax credit that kicks in in 2025 would encourage them to plan for higher production in the latter half of the 2020s.

Still thinking a lot about how to do infill in existing single fam 'hoods. This is an accessible / passive house 8 plex that keeps the adjacent side yards, and is only 50% site coverage.
Homes are ~1000sf. A 10 plex version might have 4x 500sf units on the ground floor.
