My confidence in it is low — I would not be that surprised if actual inflation was way higher than this or if we got a recession and undershoot — but I’m pretty reluctant to claim that I can do better.
If you consider that Canada has oceans on both its east and west coasts, perhaps all of this is governed by maritime law.
