The bug in how the leftwing tilt of both the Dem staffer class and the media interacts with practical politics, is that both the NYT and Hill Democrats probably see this "largest expenditure" framing as friendly boosterism, when they'd be better off with a moderateframing.

If you interact as a journalist with Dem staffers, either on the Hill or in primary campaigns, it's obvious that they actively seek and value coverage that frames their proposals as "bold," "sweeping," or "historic" rather more electorally friendly ones framing them as moderate.

But all these Vox articles framing various Democratic initiatives as "sweeping" are meant to be favorable — and are seen as such by the Democrats on the Hill.
Moderate framings, when they happen, usually occur in pieces criticizing Dem timidity rather than praising it.
