Giving people a choice doesn't preclude that they'll make the same choice most of the time. The LDP plays the game fairly and usually wins, because it's generally pretty good at giving Japanese people what they want -- or at least, less bad than the opposition.

I kinda think we in fact *should* use facial recognition technology to catch minor offenders, and perhaps make the punishments less severe if we feel iffy about doling them out.

The more I think about it, the more ridiculous it seems that the US was suffering from a big glut of homes in 2008. Housing shortages have one of the defining economic challenges for Millennials over the last decade.
