Any city or area that can't get their NIMBY problem under control should just be given back to the descendants of whatever Native American tribe lived there beforehand and they get to make the rules for a while. The locals can start making rules again when the tribe says so.

I think people forget that 50 years ago American households had smaller houses, fewer cars, ate out less, etc.
It's easy to get by with less money if you have less stuff.
