This is a main democratic deficit in the US. Americans vote for mayors and governors, who have constitutional authority over police forces. But police departments just do whatever they want. They're more like Latin American drug cartels than other US bureaucracies like teachers.

Like a lot of government jobs, FDA gig seems like it involves a lot of hard work over and above constantly taking shit from everyone and it's not particularly well-compensated.
It's a bad way to run the country and I'm always surprised you don't see this problem more often.
