Also not clear to me how restricting immigration would get us Budapest’s architectural legacy — like Italy is lovely to visit but I wouldn’t recommend copying their public policy.

I'm a little confused as to what motte-and-bailey means in this context.
My view is that US conservatives who hate immigrants so much that they've developed envy for the much poorer backwater nation of Hungary are making a serious error of judgment and we should reject them.
