@mattyglesias Those countries use the same international engineering firms, consulting firms, etc as we do, right? Do we really think pros here don't know what to do and the problems are not more deeply institutional, political, and cultural?

So, yes, I think there is a fairly deep culture of ignorance about passenger railroad operations and best practices at work at Amtrak.
For example when the inspector-general asked Amtrak to explain their boarding rules they simply couldn't offer one.
